Printable Version Textile Imports from China


The European Commission has reviewed the import rules for certain textile imports from China.

 

From 1 January until 31 December 2008, a regime of double-checking surveillance will be applicable, replacing the quota restrictions system set by the Shanghai Memorandum of Understanding (MoU).

 

Double-checking surveillance basically means that both, the exporting and importing country verify the quantity of goods shipped, without actually being subject to a quota limitation. The exporting country issues an export license to the shipper. When the goods arrive in the European Union, this export license shipper will receive an import authorization from the EU. China will hence be able to monitor the exports via the export license, and the EU will monitor the imports via the import authorizations.

 

This new import rule applies to eight textile categories: T-shirts, pullovers, trousers, blouses, bed linen, dresses, brassieres, and flax or ramie yarn.

 

By agreeing to this joint surveillance, China accepts that it shares with the EU the responsibility to ensure a smooth transition to fully liberalised trade.
