The Customs authorities at Pudong (PVG) international airport in Shanghai, China (which serves the China East market) have recently announced stricter import requirements on samples and advertising materials. The new requirements were implemented on April 16, 2009 and are summarized as follows:

  1. Non-dutiable Samples and Advertising Materials (defined as being those which have a Declared value (CIF) under RMB 400)

  2. Dutiable Samples and Advertising Materials (defined as being those which have a Dutiable Declared value (CIF) in the range of RMB 401 to RMB 5000)

and which in both cases:

  • are samples and advertising materials only
  • exclude license control commodities
  • are supplied in reasonable quantities

The new requirements in both cases require that:

  • the invoice must clearly state the word “ Sample ”
  • the invoice must list in full the quantities, name and model of the commodity
  • for clothes and cosmetics, a brand name must be indicated
  • the value must be declared as CIF (Commercial Value + Insurance + Freight charge)
