Notice of New Regulation for Inbound and Outbound Personal Shipments

The General Administration of China Customs Announcement No. 43 takes effect from September 1, 2010. The objective is to more closely monitor inbound and outbound personal shipments. The details of the changes and its effects on customers are as follows:

Changes and effects of the new regulation for inbound and outbound personal shipments:

  • The original preferential duty* terms for inbound and outbound personal shipments will be cancelled, and the terms of duty-free quotas for inbound personal shipments is supplemented. This means that inbound personal shipments with duties of no more than RMB50 will be duty-free, while items with duties exceeding RMB50 will not be exempt from duty.

As a result, you may possibly pay more duty for your inbound personal shipments.

  • The declared value limit for each personal shipment sent to or from Taiwan will be up to RMB800, down from the current RMB1,000.
  • China Customs will strengthen the supervision of inbound and outbound personal shipment declarations. Items that carry a higher declared value than the following limitations stipulated by China Customs will either be returned or go to custom clearance in accordance with the stipulations on business goods. Having been examined and proven to be for personal use by Customs, items which are single and indivisible can proceed through custom clearance as usual.

  1. The value limitation for each personal shipment sent to or from Hong Kong, Macau and Taiwan is up to RMB800;
  2. The value limitation for each personal postal item sent to or from other countries and regions is up to RM1,000
