Document Preparation Notice for Importing and Exporting Samples and Advertising Materials

On Jul 1, 2010, China's General Administration of Customs implemented regulation number 33, which enforces stricter examination of import and export documents for samples and advertising materials from July 1, 2011. Local Shippers and receivers are now required to provide the following:

  • For all samples and advertising materials exported out of China, a Power of Attorney (POA) with a 10-digit Customs Registration Code (CRC) and a copy of Customs Registration license should be submitted every time you declare. For local senders who have not yet registered with China Customs, an export agency agreement with qualified agent or Business Unit Attorney (BUA) # and a copy of Customs Registration license by agent should be submitted when making a declaration.For all samples and advertising materials imported from China, CRC and Chinese Harmonized System Code (HSC) should be submitted every time you declare.

 

It is expected to take longer time in customs clearance. To minimize the impact of this measure on your shipping, FedEx recommends you prepare the following before shipping each time, according to your actual shipping status:

  • Situation 1: you are qualified sender/receiver registered with China Customs,
  1. [When export], please pass the original copy of a completed POA with CRC to your FedEx courier each time when he/she comes to pick up the package. And pass a copy of Customs Registration license with your company chop as well during the first pick up. 
  2. [When import], please prepare well your CRC and Chinese HSC in advance; and please inform your overseas shipper of the CRC and Chinese HSC and put them down at the FedEx Air-Way-Bill and Commercial Invoice, each time before your imported shipment is declared.
  • Situation 2: If you are sender/receiver who has not registered with China Customs, please register or engage a qualified agent to complete the Customs documentation for you, and prepare the following documents in advance:

     1. [When export]

        If you engage an agent selected by FedEx, please pass three original copies of the BUA #, to the FedEx courier when he/she comes to pick up the package for the first time. We will return one signed original BUA # to you afterwards. And you only need pass one copy of the signed BUA# to the FedEx courier each time a package is picked up. 

        If you engage another agent to prepare the Customs documentation, please pass the original copy of the POA with CRC and one copy of the export agency agreement, to the FedEx courier each time a package is picked up. And pass a copy of Customs Registration license with your agent’s company chop as well during the first pick up.

    2. [When import], please prepare well your agent’s CRC and Chinese HSC in advance; and please inform your overseas shipper of your agent’s CRC and Chinese HSC and put them down at the FedEx Air-Way-Bill and Commercial Invoice, each time before your imported shipment is declared.

Please prepare your documents by referring to these guides so as to shorten the declaration time for your importing and exporting of Samples and Advertising Materials.
