China Regulations Governing The Transportation Of Wood Packing Material
 
According to the recent Announcement No.11 and No.32 that were jointly issued by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China, the General Administration of Customs of the People's Republic of China, the Ministry of Commerce and the State Forestry Bureau, effective from January 1st, 2006, all kinds of wood packing materials must be undergone quarantine and pest removal treatments in the origin countries or regions, and then labeled with a special mark.
 
According to the Announcement No.11, wood packing materials should be treated by those recognized by the plant phytosanitary authorities of the exporting countries or regions with measures that have been accepted by China. Post the treatment, the materials must be labeled with IPPC mark certified by the above mentioned government agencies. Wood packing material refer to wooden materials used to carry the weight of, pack, pad with, support and reinforce goods, such as wooden case, wooden crate, wooden pallet, wooden frame, drum, wooden shaft, wooden wedge, sleeper and crosser so on, excluding:
 

  1. Wood packing materials which are artificially synthesized or have been heat or pressing treated, include plywood, shaving board, fiberboard and so on;
  2. Wooden materials, including peeling cores of sheets, saw dust, wood wool and wood chips, as well as wooden materials with a thickness of or less than 6mm.

 
The wood packing materials found to be improperly labeled or with living pests will be undergone quarantine and pests removal treatments by shippers or their agents under the supervision of the entry-exit inspection quarantine administration, or be destroyed or intercepted and returned back to the origin countries after liaison with the Customs. All the cost incurred will be absorbed by the shipper. Those goods with wood packing that are required to be inspected and examined but fail to pass are not allowed to be used without approval.
 
Provisions of the Announcement No.11 shall apply to wood packing materials come from Hong Kong and Macao Special Administrative Regions of the People's Republic of China and Taiwan, China.
