| Notice of temporary control measures re the exporting of products containing graphite |

| Effective from September 1, according to Announcement No. 50 2006 issued by the Ministry of Commerce of P.R. China, Commission of Science, Technology and Industry for National Defense (COSTIND) and the General Administration of Customs of P.R. China, a set of temporary control measures re the exporting of products containing graphite will be implemented. Certain approval to export is now required for all products, which contain graphite, listed in the table below. |

| Customs will only release these products if the "Import and Export License for Dual-use Items and Technologies" issued by the Ministry of Commerce of P.R. China (MOC) and provincial governmental administrations authorized by the MOC, has been obtained. The article name and customs code of the relevant products containing graphite that require this approval are as follows: |

- Commodity Code - Article name and remark
- 3801100090 - other artificial graphite
- 3801900000 - other products containing graphite or carbon ( products in mushy mode or in the shape of block or board including semi-finished products)
- 6815100000 - products containing graphite not used for electronic appliances or other products containing refined carbon
- 8545110010 - carbon electrode stove with diameter of 610mmą3mm
- 8545110090 - other carbon electrode stove or items used within a stove (no matter whether it contains metal or not )
- 8545190000 - other carbon electrode (no matter whether it contains metal or not )
- 8545900000 - Kryptol for lamp, battery kryptol and other products containing lead (no matter whether it contains metal or not)
