FedEx China Advance Declaration Clearance Service Enhancement in Zhongshan, Zhuhai, Jiangmen, Shenzhen and Guiyang

We are pleased to announce that effective May 5th, customers in Zhongshan, Zhuhai, Jiangmen, Shenzhen and Guiyang* who use Advance Declaration Clearance will now experience a one business day transit time improvement.

The Guangzhou paperless clearance model applies to Monday to Friday International Priority Non-FTZ, formal-entry shipments bound for Asia and Europe (except for Hong Kong and Macao). The service is also open to International Priority Freight shipments on a space available basis.

Following the required FedEx format, customers need to note “advance declaration clearance at CANIP “on the FedEx Air Waybill remarks and submit the paperwork to the courier as well as scan the required clearance paperwork and send it to FedEx before 17:00 on the pick-up day (the earlier the better). Guiyang customers do not need to scan the documents; they need to submit the paperwork to the courier with “advance declaration clearance at in CANIP” noted in the AWB remarks.

South China New Pre-clearance Service Launch

In order to provide you with better service, FedEx China will launch a new pre-clearance service for all South China (SCN) inbound shipments cleared in Guangzhou gateway effective January 4, 2017. With the new service, shippers who provide the required documentation before shipment’s arrival will enjoy an early customs declaration process, which will help you reduce the risk of customs delay.

FedEx China Domestic Collection on Delivery Customers Now Have the Option of Making Payments Using WeChat-Pay

As of January 9, 2017, FedEx China has expanded payment options for domestic Collection on Delivery (COD) to include WeChat-Pay. Now you have the option of making your payment by cash, debit/ credit card or WeChat-Pay. 

By following some simple steps, you can settle payments with FedEx within a few minutes.

Updated Notification about the VAT (Value Added Tax) on FedEx Domestic Service and International Express Service in Changchun

Effective August 1, 2016, Changchun branch of Federal Express (China) Co., Ltd has been recognized as a VAT general taxpayer and the applicable VAT rate for domestic service and international express inbound service has been changed to 6%. Outlined below, please find details on how the VAT applies to FedEx Domestic service and International Express inbound service in the Changchun area.

  • FedEx shall collect 6% VAT on freight charges and surcharges on ancillary services related to FedEx Domestic or International Inbound express services.
  • FedEx shall collect a 6% VAT based on the amount of the duty and import taxes received from China payers who use FedEx to pay Customs for their inbound express shipments with tax invoices issued by FedEx.
  • International Express Outbound service qualifies for VAT exemption and therefore FedEx will not collect VAT from customers who use FedEx International Express Outbound service.

Notification of Change in Collection Bank for FedEx Domestic Services in Beijing, Guangzhou and Ningbo

Effective Feb 1, 2016, FedEx will close its ICBC domestic collection bank account in Beijing (account number 0200003519000050895), Guangzhou (account number 3602021419200144705) and Ningbo (account number 3901020019000082397).

Please process bank transfers according to the bank account in the invoice from Feb 1, 2016 onwards. Thank you for your understanding and cooperation. At FedEx Express, we are continually looking for ways to provide you with improved and more comprehensive services.

Domestic Service Page Upgrade - Change Your Browser Setting for IE 10 or Lower Versions

We will have a system upgrade for the domestic service pages on fedex.com/cn, which will require that you change Internet Explorer (IE) browser configuration for IE 10 or lower versions to login to the below two pages after September 30, 2015:

To configure your IE browser, please take the following steps:

  • Open Internet Explorer
  • Click Tools - Internet Options - Advanced

Delivery Proof & Return POD Services

  1. What are Delivery Proof and Return POD services?
  2. Customers can contact DXP CS for Delivery Proof by fax, or select the service option of "Return Proof of Delivery" on C/N (0709) for the return of consignee-signed/chopped FedEx consignment notes or their own documents.

  3. Returned Documents
  4. Three types of documents can be returned: Delivery Proof by fax; consignee-signed/chopped FedEx consignment notes; or the customers' own documents. Either the consignment notes or the customer’s own documents will be returned. If the customer provides their own documents, we will return these documents. If the customer doesn’t provide their own documents, we will return the consignment notes (destination copy).

  5. Application
    • The payer shall sign a Guarantee Letter (GL) when using the third-party paid option.
    • The consignee shall sign a GL for consignee-paid shipments if the shipper does not have a FedEx account.
    • No GL is needed for a consignee-paid shipment if the shipper has a FedEx account.
    • This is in line with the existing GL handling process.
  6. This service applies to all services (Next Morning Delivery Service, Next Day Delivery Service, and 2nd Day Delivery Service) and all payment options (prepaid, consignee-paid and third-party paid).

    For Return POD originals when consignee-paid or third-party paid:

    Pickup and delivery locations must be within FedEx directly served areas. It does not apply to ODAs/OPAs.

  7. Charge
  8. RMB5 will be charged per shipment if a customer requires the return of the consignee-signed consignment note or their own documents. Delivery Proof by fax is a service provided free of charge.
