NEW REGULATIONS GOVERNING THE TRANSPORTATION OF WOOD PACKING MATERIAL TO CHINA

According to Notice No.11 and No.32 that were jointly issued by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China, the General Administration of Customs of the People's Republic of China, the Ministry of Commerce and the State Forestry Bureau, effective from January 1st, 2006, shipments packed in all kinds of wood materials must have completed quarantine and pest removal treatments in the exporting countries or regions, and labeled with a designated mark.

Based on Notice No.11, wood packaging materials should be treated by companies recognized by the plant phytosanitary authorities of the exporting countries or regions with measures confirmed and accepted by China. After the treatment, the materials must be labeled with an International Plant Protection Convention (IPPC) mark certified by the above mentioned government agencies.

Wood packaging materials refer to wooden materials used to carry, pack, pad with, support and enhance the fixture of a commodity, such as wooden box, wooden crate, wooden pallet, wooden frame, wooden drum, wooden shaft, wooden wedge, sleeper and crosser, etc, but excluding:

  • Wooden materials that are artificially synthesized or have undergone heating or pressing treatment, which include plywood, shaving board, fiberboard, etc;
  • Wooden materials such as peeling cores of sheets, saw dust, wood wool and wood chips, as well as wooden materials with a thickness of or less than 6mm.

The wood packaging materials found to be improperly labeled or with living pests will have to undergo quarantine and pest removal treatments by shippers or their agents under the supervision of the entry-exit inspection quarantine administration, or be destroyed or the shipments be returned back to the origin countries after liaison with the Customs. All the costs incurred will be borne by the shipper. Goods with wood packaging that are required to be inspected and examined but fail to pass are not allowed to be used without approval.

Provisions of the Notice No.11 shall apply to wood packaging materials importing from Hong Kong, Macau and Taiwan.

FedEx would like to remind you that the following packaging requirements must be followed, regardless of document or non-document shipment, their values and categories:

  • Wood Packaging Materials: They must be treated by organizations recognized by the plant phytosanitary authorities of the exporting countries or regions with measures confirmed and accepted by China. After treatment, the materials must be labeled with an IPPC mark certified by the above mentioned government agencies.
  • Non-wooden packaging materials: No requirement to submit any certificate.
