Declaration Requirement for Shipments Containing Lithium Batteries / Cells

A declaration is required for shipments containing lithium batteries from Hong Kong to Sydney, Melbourne, Beijing, and Shanghai with immediate effect.

The purpose of this declaration is to certify that the goods are properly packed and compliant with relevant International Air Transport Association (IATA) requirements and safe for air transportation as a “NOT RESTRICTED” shipment.

Shippers must include the information below in the declaration.

  1. A description of the goods:-
    - State whether they are lithium ion or lithium metal batteries / cells
    - State the watt-hour rating for lithium ion batteries or cells. 
    • The watt-hour rating for each lithium ion battery should be under 100Wh or less.
    • The watt-hour rating for each lithium ion cell should be 20Wh or less.
    - For lithium metal batteries or cells, state the lithium content in grams.
    • The lithium content for cells should be 1 gram or less; for batteries, it should be 2 grams or less.

  2. Confirm that the shipment does not contain any recalled and /or defective batteries.

  3. Confirm that the shipment has been packed in compliance with the relevant  packing instructions and name the packing instruction code e.g., PI965, PI966, PI967, PI969 or PI970.

  4. State that there will be a flammability hazard if the package is damaged.

  5. State the special handling procedures for damaged packages.

  6. Give the name and telephone number of a contact person.
