China Customs Notice No.103: Document Preparation of Import and Export Declaration

China Customs has recently tightened the inspection of inbound paperwork, in particular the import packing list, for shipments sent into China.  We therefore would like to remind you to prepare all relevant documents and ensure that information is correct prior to customs declaration. 

Please find the following import and export declaration requirements according to China Customs Notice No.103 announced by the General Administration of Customs of the People’s Republic of China.

According to the order, the following documents must be submitted together with the Import and Export Declaration form:

  1. Contract
  2. Commercial Invoice (CI)
  3. Packing list
  4. Manifest
  5. Air waybill (AWB)
  6. Power of Attorney (POA)
  7. Import and Export License
  8. Processing Trade Manual required by the Customs (in paper or electronic data form) and other relevant import and export documents as required.

Please note that Customs requires an original copy of the Import and Export License, however, copies or duplicates of the remaining documents are acceptable.
