New Certificate Requirements for Export of Chinese-made Toys to India
Effective March 2, the Ministry of Commerce of India has issued new regulations regarding toys manufactured in China. Under the new regulations, a safety certificate is required for toys under HS codes 9501, 9502 and 9503 when they are being exported to India. In certain cases, testing of toys by an independent laboratory may be required.
Toys manufactured in China under ITC Codes 9501, 9502 or 9503 of Schedule – I of ITC (HS) Classifications of Export and Import Items must now be accompanied by either of the following two certificates for export to India:
- A certificate confirming that the toys conform to the standards prescribed in ASTM F963 or standards prescribed in ISO 8124 (Parts I-III) or IS 9873 [Parts I-III], or;
- A Certificate of Conformance issued by the manufacturer showing that a representative sample of the toys has been tested by an independent laboratory accredited by the International Laboratories Accreditation Corporation and confirmed to meet the specifications indicated above. The certificate should also link the toys in the consignment to the period of manufacture stated in the Certificate of Conformity.
