Enforcement of new requirements for Wood Packaging Materials begins in Taiwan effective Jan 1, 2009

Beginning on January 1, 2009, all Wood Packaging Materials (WPM) used for goods imported into Taiwan must be fumigated or heat treated in accordance with regulations provided under the International Standard for Phytosanitary Measures (ISPM) No. 15. This includes, but is not limited to, wooden cases, crating, skids, pallets, wooden frames, drums, wooden axles, wooden cleats, dunnage, sleepers, and packing blocks used in loading, packing, matting, supporting or fixing the commodity.

If the WPM doesn’t comply with the quarantine requirements, goods may be returned, destroyed, or reshipped upon the importer’s request. Therefore, please ensure your shipments to Taiwan are compliant. FedEx will not be able to accept any shipment that does not conform to the new regulations.

The plant quarantine authority may request that the importer reships  the WPM in the following situations: 

  • When the treatment cannot be carried out in the available treatment facilities due to the size of the WPM or other reasons.
  • When the WPM cannot be separated from the commodity and the importer does not agree to have the commodity  treated together with the WPM.
