The SASP system was introduced on 1st January 2009 to simplify customs declarations and associated local clearance procedures involving more than one Member State within the European Economic Community (EC). The SASP enables a shipping company to centralise all its accounting and customs duty payments and accounts records within the country in which it is established. These principles apply regardless of the country in which the actual movement of goods occurs i.e. the physical control and release of goods may take place in another Member State of the EC even though the accounts and payment procedures related to those movements are handled in the shipper’s home country. 

Working in cooperation with all 27 Member States and representatives from relevant trade organisations (including the European Express Association), the European Commission has developed an on-line training tool explaining what SASP is about, its benefits, what conditions need to be fulfilled before an application can be made, and how to submit an application. Full details of easier and shorter application procedures for AEO approved companies are also highlighted.

Customs in the Member States will use this instrument to train their customs officers in all aspects of the new SASP.
