FedEx Clearance Process

All shipments crossing international borders must be cleared through Customs in the destination country prior to being delivered to the recipient. Unless the sender specified a broker, FedEx submits shipments to Customs and other regulatory agencies. It is the sender's responsibility to provide the necessary and correct documentation. Shipments that require more than the FedEx International Air Waybill and Commercial Invoice may require more transit time. If shipments are held by Customs because of incorrect or missing documentation we may first attempt to notify the recipient.

Russia Import Clearance Process

When shipping to Russia, clearance through Customs depends on whether you're shipping to:

  • An individual (non-business purposes)
  • A company (or representative of a company)
  • A diplomat. Diplomatic shipments and other packages addressed to embassies or consulates have to be cleared duty-free at a special Customs post in Moscow which charges a minimum of US $150 per shipment for handling and clearance. Expect a clearance delay.

Export Prohibitions and Restrictions

Certain items are prohibited by Customs for import to Russia. These items are in addition to items forbidden by IATA. Senders are responsible for making sure that the goods they are shipping are acceptable for shipment to Russia.

Forbidden for Import to Russia

  • Cash and cash equivalents
  • Certificates of birth, marriage, or death
  • Blank checks and money orders
  • Cellular and radio telephones
  • Checks, travelers containing second signature
  • Color photocopiers, including dyes and accessories for photocopiers
  • Dangerous Goods as defined by IATA
  • Devices for smoking opium or hashish
  • Film, commercial
  • Film, undeveloped
  • Food, perishable
  • Furs
  • Gold
  • Ice, blue
  • Jewelry, including costume
  • Knives
  • Liquor, hazardous or non-hazardous
  • Metal samples
  • Mineral products
  • Nuclear material
  • Passports, new and cancelled
  • Plastic cards, including Credit cards
  • Pornography
  • Precious metals
  • Precious stones
  • Printed material urging or advocating terrorism, violence, war, racism, anti-Semitism, or fascism

Required Documentation

Required documentation varies according to the following factors:

  • Whether you are shipping documents or non-document packages. Shipments of documents in a FedEx Pak or FedEx Envelope require only the fully completed FedEx International Air Waybill.
  • If you are not shipping a document, whether you are shipping for personal reasons or as a business. See the required documents for personal non-document shipments.
  • If you are shipping as a business, see the required documents for business shipments.

Russia Import Regulations

Take note of the following regulations when importing to Russia.

  • The dimensional and weight maximums for import shipments:
    • 274 cm long and 330 cm length + girth (108 inches and 130 inches)
    • 68 kg to Moscow and St. Petersburg (150 lbs)
    • 32 kg to all other locations (70 lbs)
  • Enter a nominal value on the FedEx International Air Waybill and Commercial invoice. Customs requires a dollar value for all shipments; No Commercial Value (NCV) is not acceptable.
  • Personal gift shipments do not receive special status.
  • A Shipper's Export Declaration (SED) is required to this country for all US export shipments (including Puerto Rico and US Virgin Islands) if any single commodity value is greater than US $2,500.
  • Humanitarian aid shipments will be released after Customs declaration only if the consignee is officially registered with the government and provides the corresponding required documentation.
