Changes of U.S. Harmonized System

We would like to inform you that with effect from early 2007, the Harmonized Tariff Schedule of the United States (HTSUS) is scheduled to undergo major changes. This is a result of changes to the Harmonized System (HS) recommended by the World Customs Organization (WCO).

Importers and exporters for US are advised to take note of these changes which include 354 sets of amendments. Advance preparation will help prevent shipment delays and possible fines or penalties.

The revision may involve product classifications within the same tariff heading, or may change to an entirely new heading. Details on the changes of U.S. HS can be found in the following links:

  • The U.S. International Trade Commission (USITC) administers the HTSUS, and full details of the changes are now available. Publication No. 3851, April 2006, contains a listing of all affected headings, is available on the USITC website at: http://hotdocs.usitc.gov/docs/tata/hts/Pub3851.pdf

  • Detailed information on the global changes to the HS are available from the WCO website at: http://www.wcoomd.org/
