Except as otherwise provided where rates are provided in tariffs governed by this tariff from or to three digit zip codes shown in column 2 and rates are not provided from or to three digit zip codes in column 3, the rates from or to three digit zip codes in column 2 will also apply from or to three digit zip codes in column 3.
