New tax regulations in Mexico have been enacted, which require FedEx to obtain certain information from you, to allow the transportation of your packages through Mexican Federal roadways, after their import  to, or before their export from, Mexico. Specifically, you will be required to provide this information if the goods in your package have a gross weight over 31.5 Kg. If your package weighs less than 31.5 Kg, you will only be required to provide additional information if the information you provided on your air waybill or other shipping documents is incorrect or incomplete.

What does FedEx need from me for Carta Porte?

To create a Carta Porte for your package, we’ll need details related to the goods you’re shipping, including their origin and destination, means of transport, and more. You’ll need to provide the information in advance, and it needs to be as accurate as possible to make sure your shipment is approved for transport in Mexico.

The information you’ll need to submit in addition to what you normally provide includes, but is not limited to:

  • Tracking numbers for each package
  • Shipper and recipient tax IDs
  • Product IDs (these are different from tariff codes)
  • Certain features of the items in your shipment

Enforcement of this new regulation begins January 1, 2023. Providing the newly required package information in advance of shipping, will satisfy the requirement and help ensure we can transport your package(s) reach their destination. If we don't have this information in advance of your shipment(s) arriving in Mexico, carriage to your recipients will be delayed until the data is provided.


How to submit Carta Porte info to FedEx: Three options

All Carta Porte information must be submitted electronically. Choose from three options, depending on your shipping needs. You won't be charged any additional fees for submitting information needed for the Carta Porte. To make the submission process as smooth as possible, be sure to have all your package details on hand before your start.

Convenient online form: Submit one package at a time

Fill out an online form on any device with internet access to send the required information.

The WeCARE app: Upload one file for single packages that contain multiple types of products and/or multiple packages at one time

This option is ideal for completing the Carta Porte for multiple packages at one time. Download the app on a Windows desktop or Windows/Android mobile device OR upload your information online on WeCare Web version. Enter the details for each package into the Microsoft Excel template in the app and send the file as a single upload. Frequently asked questions

Who is responsible for issuing the Carta Porte?

Carriers, including FedEx, must create the Carta Porte and provide it along with the electronic invoice. You, as the shipper, must use one of our three options to submit the information we need to do that.

When did Carta Porte go into effect?

The regulation went into effect January 1, 2022. Beginning January 1, 2023, FedEx and shippers will be subject to fines and penalties if the Carta Porte requirements are not sufficiently met.

What is the purpose of the Carta Porte regulation?

The main goals are to combat smuggling and contraband and increase tax collection by leveraging digital transportation technologies. For more information, please refer to SAT’s websites (Spanish only).

Does a Carta Porte have to be issued for each package and/or envelope?

You will be required to provide this information if the goods in your package have a gross weight over 31.5 Kg. If your package weighs less than 31.5 Kg, you will only be required to provide additional information if the information you provided on your air waybill or other shipping documents is incorrect or incomplete.

How can I submit the additional information needed to FedEx?

You have three options: Submit an online form, download the WeCARE app, or use the FedEx API integration.

What if I provide incomplete or inaccurate information?

Your package can’t be transported in Mexico until the information is complete. Mexican authorities may cross-check information with the catalog published by the Tax Administration Service (SAT). That’s why we encourage you to review the information for accuracy before you submit it through one of the three submission options.

If I don’t provide a piece of information required for the Carta Porte, can FedEx provide it on my behalf?

Unfortunately, no. The information has to come from the shipper and be submitted by the shipper. FedEx is not allowed to enter the information for you.

Does the Carta Porte regulation impact my shipment’s delivery time?

If the Carta Porte information for your shipment is submitted accurately, your delivery times and schedules should not be affected.
