Is it not the shipper's responsibility to cover all costs?
If the shipper is responsible for all charges but the consignee has been billed, please verify the payment method section of the air waybill to determine if the shipper had specified the consignee as the payer. FedEx will bill according to the instructions provided on the air waybill.
In cases where billing is not specified on the air waybill, it is customary for the shipper to be billed for shipping charges, while the consignee or importer will be billed for customs duties and other applicable taxes.
