Calculating shipping costs to the USA
The cost of international shipping to destinations in the USA varies based on several factors, including but not limited to the following:
-
Package weight and dimensions: Larger or heavier parcels increase shipping rates, especially if they exceed dimensional weight limits.
-
Delivery speed: Faster, time-definite shipping services cost more due to the resources required for priority handling and specialized routing.
-
Destination within the USA: The farther a package travels, the higher the shipping cost due to additional handling and fuel consumption. Extended area surcharges and deliveries to residential addresses in the USA may also increase costs.
-
Duties and taxes: Customs duties and taxes, including US tariffs, can increase the overall cost of customs clearance for your shipments.

What duties and taxes apply in the US?
Here are the key duties, tariffs and taxes you need to pay when shipping to the US:
-
Import Duties: Import duties are standard customs charges imposed by the US government on goods entering the USA. The rate is determined by factors such as the type of product being imported, the country where it was manufactured (country of origin), and any applicable trade agreements between the US and the country of origin.
-
Providing a 10-digit HTS code can help streamline US customs clearance. You can use our HS code finder in FedEx Ship Manager or FedEx Global Trade Manager to find the internationally recognized HS code, which is the first six digits of the HTS code.
-
-
Section 301 Tariffs (applies to goods originating from China): Section 301 is the authority under which tariffs are imposed on specific commodities originating from mainland China. Introduced to address trade practices, these tariffs are applied on top of standard import duties and have increased significantly in recent years, with rates on some product categories reaching 145% as of 2025.
-
Merchandise Processing Fee (MPF): The MPF is a fee charged by US CBP to offset the administrative costs of processing formal customs entries. It is calculated as a percentage of your shipment's value, subject to a minimum of $32.71 and a maximum of $634.62 per entry (rates are updated periodically by CBP).
Shipments valued at $800 or less could previously enter the US duty-free under the de minimis rule. This exemption has been suspended. As a result, most commercial shipments are now subject to applicable duties and tariffs regardless of value. To get the latest update, please visit our US tariff hub.
Taxes, tariffs, and duties — what's the difference?
Taxes are the broad category of government-imposed charges on trade and may be applied in addition to shipping costs when sending goods to the States. Tariffs are a specific type of tax imposed on goods crossing international borders. In a trade context, ‘duties’ is the commonly used term for tariffs.
How to handle customs clearance when shipping to the USA?
Customs clearance is the process by which authorities review your international shipment to ensure applicable duties and taxes have been calculated and paid, and that the goods are legally cleared to enter the US. Getting it right means fewer delays and a smoother experience for your recipients.
The basic steps:
-
Prepare your documentation: The minimum required documents for US-bound shipments include a commercial invoice, air waybill, and packing list. Some goods require additional documents, such as a Certificate of Origin or an import license.
-
Classify your goods: Identify and assign the correct HTS code to each item to determine the applicable customs duties.
-
Accurately declare item value and origin: State the true value of goods and the country where they were manufactured (not where they were shipped from).
-
Submit documentation electronically. Use FedEx Electronic Trade Documents within FedEx Ship Manager™ to submit paperwork for your shipment.
-
Pay duties and fees. Duties, the MPF, and any other applicable CBP fees are collected as part of the clearance process.

If you ship or export commercial products to the USA, your goods may be subject to customs duties, depending on product type, value, and origin.
These customs duties are calculated based on a number of factors, including your item’s Harmonised Tariff Schedule (HTS) code, the country of origin of the goods, and the declared value of the shipment. The decision of who is responsible for paying the tariff is typically agreed upon between a shipper and a recipient.
Beyond customs duties, your shipment may be subject to additional CBP fees. See the US CBP User Fee Table for a full list.
Each shipment’s required customs documents differ based on where the shipment is from, where it’s going, and the product being shipped. However, when shipping to the USA, you typically need to complete a commercial invoice, an air waybill, and a packing list. If you’re sending regulated goods (e.g., alcohol, medical devices or electronics), then you and the recipient may need to provide extra documents.
Certain goods face strict regulatory restrictions and require extra documentation or special permits from US government agencies (such as the FDA or EPA) before they can clear customs. Commonly prohibited and restricted goods, or heavily regulated items which may require special handling, documentation and approvals, include:
-
Food and biological substances
-
Drugs, pharmaceuticals, and medical devices
-
Hazardous materials and dangerous goods (e.g. lithium batteries)
-
Alcohol and tobacco
Reminder before you export to the USA: Always check current US regulations to verify if your items require special licenses or documentation.
Avoid delays when shipping to the US by partnering with a reliable carrier that offers end-to-end tracking of your shipments and can dynamically re-route shipments in the event of disruptions caused by weather or geopolitical events.
You can also follow these practical tips when completing paperwork to avoid customs clearance delays.
-
Provide precise descriptions when completing your commercial invoice and packing list.
-
Classify items using the correct HTS code to avoid miscalculating US tariffs.
-
List the country of origin of your goods. This is where the goods were manufactured, not where you’re sending the goods from.
-
Declare the true value of your shipment as undervaluation risks fines, audits, and delays.
-
Provide contact details for your recipient so that customs can reach them with any questions.
