2020 Surcharge and Other Information (For Payers in China)

Out of Delivery/Pick-up Area Surcharge

FedEx Express international shipments delivered to or picked up from remote and less-accessible locations are charged an out-of-delivery-area or out-of-pickup-area surcharge. A list of postal codes and cities where these surcharges apply is available here.

Additional Handling Surcharge

Effective January 20, 2020, an Additional Handling Surcharge applies to any package that meets any of the following criteria:

Dimensions

A surcharge applies to a shipment containing any package that:

1) measures greater than 121 centimeters along its longest side;

2) measures greater than 76 centimeters along its second-longest side;

Package shape and dimensions may change during transit, which can affect the package’s surcharge eligibility. If the dimensions change during transit, FedEx may make appropriate adjustments to the shipment charges at any time.

Freight

A surcharge applies to a shipment containing any freight handling unit that measures greater than 157 centimeters along its longest side.

We reserve the right to assess additional handling charges for freight and any freight handling unit that requires special handling during transit.

 

Oversize Charge

Effective January 20, 2020, an oversize charge applies to a shipment containing packages that exceed 243 centimeters in length or 330 centimeters in length and girth (L+2W+2H).

Package shape and dimensions may change during transit, which can affect the package’s surcharge eligibility. If the dimensions change during transit, FedEx may make appropriate adjustments to the shipment charges at any time.

The Inbound Shipment Storage Fee

FedEx charges a storage fee for China inbound shipments after 3 working days from arrival. Each additional working day is calculated at a price of CNY0.5 per kilogram with the actual weight as the calculation basis, or CNY50 per shipment, whichever is greater.

The Customs Clearance Advancement Fee

FedEx charges a service fee for advance payment of the customs clearance fee (including but not limited to customs duties and taxes) relating to China inbound shipments.

If payment is made on delivery in China, the service fee rate is 2% of the total advance payment of the customs duties, taxes and other customs clearance fee or CNY20.00 per shipment, whichever is greater.

If payment is made on FedEx credit account billed by invoice in China, the service fee rate is 2% of the total advance payment of the customs duties, taxes and other customs clearance fee or CNY35.00 per shipment, whichever is greater.

Third Party Billing Surcharge

Effective January 22, 2018, a Third Party Billing Surcharge will apply to shipments that are billed to a third party. The surcharge will be charged to the third-party payer. The Third Party Billing Surcharge applies when an account unrelated to the shipper, as solely determined by FedEx, is billed as a third party for the shipment. Please see the online Standard Conditions of Carriage for the definition of a Bill Third Party shipment.

Temporary Surcharge on All FedEx Express Shipments (Effective April 6, 2020)

FedEx is an essential business keeping commerce moving and delivering critical relief during the COVID-19 crisis. We are still delivering for you as the applicable regulations allow despite local restrictions in various parts of the world.

These restrictions are disrupting the global supply chain and our costs have gone up in the new operating conditions. To continue providing our customers with the best possible service during this time, we are implementing a temporary surcharge on all FedEx Express international parcel and freight shipments beginning April 6, 2020.

Rest of world (except for APAC3) origin to Mainland China: RMB 1.6 per kg

* RMB 7 per shipment minimum on parcel1 and RMB 350 per shipment minimum on freight2 applies regardless of the origin markets
