New Requirement for Shipping to Mexico
Complemento Carta Porte (“Waybill Supplement”) Requirement
Since January 1, 2022, Mexican authorities have required all transportation companies to submit a Waybill Supplement for shipments to, from, and within Mexico for commercial and casual/non-commercial shipments, regardless of the mode of transportation. This requirement is part of Mexican authorities' efforts to combat illegal activity and increase tax compliance.
Effective January 1, 2024, transportation companies and shippers that fail to comply with the legal and regulatory requirements may be subject to fines, penalties, and even criminal liability.
What is changing?
Since January 1, 2022, all transportation companies have been required to submit a Waybill Supplement for shipments to, from, and within Mexico. The Waybill Supplement is an additional section that was added to the current Comprobante Fiscal Digital por Internet (CFDI), which is the “digital invoice” that transportation companies issue to customers in Mexico for tax purposes. Penalties and liability for non-compliance go into effect January 1, 2024.
