FedEx International MailService
The FedEx International MailService (“FIMS”) is only available to Customers with a valid FedEx International Mailservice Agreement (“FIMS Agreement”) with FedEx. Contact your FedEx Account Executive to obtain a FIMS Agreement. Using the special FedEx International MailService Air Waybill, you may ship a collection of international mail via FedEx International MailService (“MailService Shipment”). We or our designee will affix postage and tender the MailService Shipments to a postal authority for delivery to the final destination. We are not responsible for MailService Shipments after tender to a postal authority. NO MONEY-BACK GUARANTEE is applicable to MailService Shipments. MailService Shipments using the MailService Air Waybill may be sent to any designated country with a postal administration. (See below for a complete list of countries.) A minimum billable weight for each MailService Shipment applies. If you do not designate either Premium or Standard Service on the front of the air waybill, you will be charged for Premium Service. Rates are stated in your FIMS Agreement (available from your local Account Executive) and are subject to change by us at any time.
Items Acceptable for Transportation
MailService Shipments may only consist of letters, letter packages, post cards, and printed matter and certain dutiable items valued at US$150 or less and weighing up to 50 lbs. and not otherwise subject to import or export restrictions in any origin or destination country. Dutiable items valued up to US$400 may be shipped with prior written approval from FedEx. Many dutiable items, items prohibited in the international mails, and items that are prohibited entry by a particular country may not be shipped via FedEx International MailService.
Agreement to Terms
These Standard Conditions of Carriage are in addition to the terms and conditions for international shipments set forth in our current FedEx Service Guide, the terms on the back of the shipper’s copy of the FIMS Air Waybill and the FIMS Agreement. FedEx International MailService will be performed in accordance with these Standard Conditions of Carriage and is subject to the origin location’s terms and conditions of carriage for FedEx international services in effect on the date of shipment and the FedEx Service Guide in effect on the date of shipment. FedEx reserves the right to modify such terms and conditions at anytime without notice. In the event there is a conflict between the FedEx International MailService Agreement and the terms and conditions, the order of precedence shall be (1) the provisions of the FIMS Agreement; (2) these FIMS Terms and Conditions; (3) the terms of the FIMS Air Waybill; (4) the FedEx Service Guide; and (5) the origin location’s terms and conditions, in that order.
You warrant that all items in the shipment are properly described on the air waybill and are acceptable items for transport by us via FedEx International MailService, and that the shipment is properly marked, addressed and packed to ensure safe transportation with ordinary care in handling. You agree to complete the applicable customs declaration stickers (CN22) and affix them to all nonprinted matter shipments up to 4.4 lbs.or to attach a Commercial Invoice to each nonprinted matter item weighing between 4.4 lbs. and 50 lbs. or with a declared value greater than $400.
Notice Concerning Limitations of Liability
Our liability for MailService Shipments terminates upon delivery of such MailService Shipments to a postal authority. We will not be liable or responsible for any losses or damages due to the refusal of any foreign postal authority to accept MailService Shipments. If the carriage of your shipment by air involves an ultimate destination or stop in a country other than the country of departure, the Warsaw Convention, an international treaty relating to international carriage by air, may be applicable, which treaty would then govern and in most cases limit our liability for loss or delay of or damage to your shipment. In the U.S., the Warsaw Convention limits our liability to US$9.07 per pound (US$20.38 per kilogram), unless you declare a higher value for carriage on the air waybill. The interpretation of the Warsaw Convention’s liability limits may vary in other countries. There are no stopping places which are agreed at the time of tender of the shipment, and we reserve the right to route the shipment in any way we deem appropriate.
Custom Distribution Services and Ancillary Services as agreed to by FedEx in Attachment A of the FedEx International MailService Agreement are governed by the applicable terms of the postal authority providing the service. FedEx will not be liable or responsible for any losses or damages due to the actions or inactions of the postal authority providing such services.
Declared Value and Limits of Liability
If for any reason the Warsaw Convention does not govern our liability, our maximum liability for loss, damage or delay is limited to US$100 or US$9.07 per pound (or equivalent local currency), whichever is greater, unless you declare a higher value of carriage on the air waybill, and a charge is paid therefore as provided in the next paragraph.
If you declare a higher value for CARRIAGE, a charge of US$0.40 will be assessed for each US$100 (or fraction thereof) by which the declared value for carriage exceeds the US$100 or US$9.07 per pound liability limitation, whichever is applicable. EVEN IF A HIGHER VALUE IS DECLARED, OUR LIABILITY FOR LOSS, DAMAGE OR DELAY OF A SHIPMENT WILL NOT EXCEED ITS REPAIR COST, ITS DEPRECIATED VALUE OR ITS REPLACEMENT COST, WHICHEVER IS LESS. The maximum declared value for FedEx International MailService is US$50,000 per shipment of nondutiable items. The highest declared value for carriage of dutiable items will differ from country to country and may depend on the contents of the Shipment.
THE DECLARED VALUE FOR CARRIAGE CANNOT EXCEED THE DECLARED VALUE FOR CUSTOMS.
When you have not specified the declared value for carriage of each package on an air waybill, but have specified a total declared value for all packages, the declared value for each package will be determined by dividing the total declared value by the number of packages on the air waybill unless you produce evidence supporting a different allocation. In no event may the declared value of any package in a shipment exceed the declared value of the total shipment.
Notwithstanding anything else in these Standard Conditions of Carriage, we are not liable for any loss of; damage to; or delay, misdelivery or nondelivery of unacceptable shipments.
ANY EFFORT TO DECLARE A VALUE IN EXCESS OF THE MAXIMUMS ALLOWED IN THESE STANDARD CONDITIONS OF CARRIAGE IS NULL AND VOID, AND THE ACCEPTANCE FOR CARRIAGE OF ANY SHIPMENT BEARING A DECLARED VALUE IN EXCESS OF THE ALLOWED MAXIMUMS DOES NOT CONSTITUTE A WAIVER OF ANY PROVISION OF THESE STANDARD CONDITIONS OF CARRIAGE AS TO SUCH SHIPMENT. EVEN IF A HIGHER VALUE IS DECLARED, OUR LIABILITY FOR LOSS, DAMAGE OR DELAY WILL NOT EXCEED A SHIPMENT’S REPAIR COST, ITS DEPRECIATED VALUE OR ITS REPLACEMENT COST, WHICHEVER IS LESS.
FedEx International Mail View® (“Mail View”) Accounts
Customer must apply appropriate postal documentation, bearing a unique Postal ID number and barcode, to each package in each shipment. Based on air waybill numbers and Postal ID numbers, FedEx will make package movement information available from select destination country postal administrations that provide scan data and report on the movement of the package while it is in their custodial control.
Customer may provide package recipients with the Postal ID numbers of their packages to provide them access to package movement information.
Mail View can only be used in conjunction with FedEx International MailService Premium service. If FedEx receives a MailService Shipment bearing the account number of an approved Mail View account, the shipment will be processed and billed as a “MailService Mail View Premium” shipment regardless of the service selected on the air waybill.
If the average piece weight of the packages in a MailService Mail View Premium shipment drops 10% or more below the agreed-upon average piece weight in the FIMS Agreement, FedEx may, at its discretion, return the shipment to the sender.
The estimated transit time for MailService Mail View Premium service is four to seven international business days from shipment pickup by FedEx to entry into the international postal system. Time taken by destination country customs and postal services to complete customs clearance and make the final delivery will vary, and is beyond the control of FedEx.
Bill Sender and Bill Third Party are the only available billing options. FedEx International MailService charges may not be billed to the individual recipient of each mail item. “Bill Sender” means the specified charges will be billed to the sender. The sender’s FedEx Account Number must appear in the appropriate section of the air waybill, and the account should be current. “Bill Third Party” means the specified charges will be billed to someone other than the sender or recipient. In order to choose this billing option, the third party’s valid FedEx Account Number must be entered in the appropriate section of the air waybill. If the third party refuses to pay, the transportation charges and duties and taxes will automatically be billed to the sender. If the third party does not have credit arrangements with FedEx, the sender will automatically be billed.
Letter of Instruction
If you do not complete all the documents required for carriage or if the documents you submit are not appropriate for the services or destination requested, you hereby instruct us, where permitted by law, to complete, correct or replace the documents for you at your expense. However, we are not obligated to do so. If a substitute form of air waybill is needed to complete delivery of your shipment and we complete that document, the terms of the FedEx International MailService Air Waybill will continue to govern. We are not liable to you or any other person for our actions on your behalf under this provision.
Insofar as any provision contained or referred to in these FIMS Terms and Conditions may be contrary to any applicable international treaty, law, government regulations, orders or requirements, such provision shall remain in effect as a part of our agreement to the extent that it is not overridden. The invalidity or enforceability of any provision shall not affect any other part of these FIMS Terms and Conditions.

FIMS provides U.S.-outbound service only. Service is not available to U.S. domestic addresses or post office boxes, Army Post Office (APO) boxes, Fleet Post Office (FPO) boxes, Diplomatic Post Office (DPO) boxes, and these U.S. territories and possessions:
